I suggest having non-fabric ID tags in place of the current fabric types. The fabric types are prone to tear and although I've not tried this, I suspect that any ink markings on it will gradually wear off due to washing, daily use, etc.
Why not have a plastic transparent pocket in which one can insert cards indicating the owner of the vest? SeV can include cards identical in design to the current fabric ID tags for owners to insert into these transparent pockets, much like luggage tags. Also, owners can insert their own business cards or a custom-desiged ID tag into these pockets for a truly personal vest.
Finally, I just think that some people are quite adverse towards writing on the vest itself. It's permanent so if the vest is to be given to someone else, the information on the fabric ID tag can't be removed. I personally just hate to "dirty" the vest with writing.
